Best to book yourself on one of the officieal boats.

From what I understand, Koblenz is the biggest event, so perhaps that is worth driving to

(perhaps in addition to Bonn)?

 

At any rate, it shouldn't be too difficult to find out where exactly the fireworks will be set up

in either city. Theoretically, all you need to do is set up on the opposite side of the Rhine...

I live in Bonn and I would back the previous suggestion to the effect that by far the best solution is the boat. This is due to the fact that the "Rhine in Flames" is NOT a stationary event. What happens here in Bonn is this:

 

the fleet of boats (least year I reckon some 50 ferries etc., plus countless small private craft) sails from Bingen (some 20km to the South) at dusk. As the boats pass by, fireworks erupt from the castles and other locations on the many small villages on both sides of the Rhine. Upon reaching the southermost bridge in Bonn, the boats stop and the main firework show starts. This is impressive enough in itself, but basically it is just a nice firework show like many other. What is really unique to the "Rhine in Flames" is the boats sailing through a continuous salute of fireworks from the banks. Of course this can only be seen from the boats.

 

In Bonn itself the best place to see the show is from the gardens of the Rheinhaue. But 1) it will be VERY crowded, 2) most of the area is heavily wooded and the very few spots offering an unobstructed view will have multiple row of people on top of each other.

 

A nice alterative (actually very nice) could be terrace of the Petersberg hotel overlooking Bonn, with a clear view of the Rhine for many km to the south. They organise a special dinner for the event but it is not cheap.
