jtk
One partial solution may be "Tiger Cloth"...anti-static dusting cloth from Lightimpressionsdirect.com You may also want to soak the negs briefly in warm water with a few drops of photoflow, squeegee-ing (sp) them with your fingers and hanging them to dry in a low dust environment (like from a shower curtain rod). bill crookston
Dust on negatives is what the Booflet Film Cleaner was designed for. This product - using no chemicals - collects the dust and retains it on an adhesive pad. There is also an anti-static device.
Many discerning photographers use these devices rather than brushes or canned air.
Hope this helps. tom_halfhill
Be careful about rewetting old negatives -- you can ruin them! This happened to me with an old uncut roll of 35mm negatives. Try it first on an unimportant negative.
mattb1
There are some film cleaning products around that are not water based so the emulsion should not be effected. Edwall maybe as a source? I have not tried it yet, but I hope it will help me with my old B&W negatives that I can not use ICE on.
