What are you asking, exactly? Do you want to know how to figure

out the correct exposure settings for a scene using an EOS

camera?

The internal light meter is hooked into the built-in computer

system - you never use it directly as such. Rather you set the

camera to a specific exposure mode (fully automated program,

fully manual, etc) and the camera goes from there. Consult the

manual which came with your camera for more details.

EV stands for exposure value.
