Stains and circles on SMC Pentax 67 90mm f2.8

Hard for me to say what the exact cause is but the common ones are residue from cleaning or the materials gassing out and collecting on the inner surfaces. If its gassing out it will build up into a light to medium haze.

 

I would start by cleaning the outer surfaces with a clean heavyweight microfiber lens cleaning cloth and my breath. Light weight lens cleaning cloths are worthless as are eyeglass cleaning cloths when it comes to camera lens.

 

After cleaning the external surfaces consider having the lens serviced if they remain especially if they affect image quality.

The presence of concentric rings indicated a separation of elements. It may not have a major effect on the image, other than reduced transmission or veiling flare. You should contact Pentax regarding a diagnosis and possibly of repair. I suspect replacing the lens would be the most economical solution.
