Raining - dealing with water spots on lens/images

Use a lens hood/umbrella/hand to keep the rain off the lens surface. Some filters, such as B+W's MRC filters, also have coatings that are hydrophobic, which tends to make water bead up and run off, but it's better to keep the water off in the first place if you want a totally clean image.

For a semi permanent Tripod Setup you could construct a makeshift shelter, using a light frame and some water resistant cloth, it depends on the situation: any simple overhead shelter works quite well, if it is not too windy.

For a less permanent situation, using a couple of friends used as tent pegs and a large sheet of plastic would do, I always carry large green garbage bags, in my camera bag.

At a pinch you should be able to hold a large sheet of plastic yourself and trigger the cable / timer release with your mouth, if necessary.
