Processed first roll of film. Dust issue?

Is this dust acquired during drying Or did something go wrong in processing ? It’s not on all but most. This is lomo cn400. I used the Arista c41 kit. It didn’t go as smooth as I would have liked. Some of the images look ok so

I figure I’m on the right track.
