mzik
Well.. a lot of video editing suites have some sort of dust/noise filters, color-enhancers, etc or can be extended by appropriate plugins (starting from virtualdub, going up to Vegas or Premiere..), just fire up google..

For avisynth there is a plugin called DeSpot (freeware), which could be what you are looking for. Personally I dont have any experience with that.. sorry. Have a look: http://avisynth.org.ru/despot/despot.html

If it is really a serious issue to you, you may also have a look at "HS-ART Diamant" (http://www.hs-art.com/html/products/diamant.html).. may be really pricy software though and you definetily want pro support! Btw, they used this in restauration of "Metropolis"..
bill_wood5
You can try CD/DVD Data Recovery
CD/DVD Data Recovery is an easy-to-use tool to recover corrupted files from CD and DVD, It fast scans disk sectors, rescues the damaged files and copies the correct data to hard disk.
Good luck!
