minolta hi matic rangefinder 7s

I have a Minolta hi matic 7s and the film advance lever does not turn the gears under the baseplate to cock the shutter. It just turns forward and back with only the tension of the springs under the top plate. I have attached a pic to show the issue. The bottom arrow points to the cylinder that turns with the film advance and the top arrow points to the gear that should turn with it to activate all the gears and cock the shutter. Any help on what might be the issue and how to get to it.

I have a couple of these cameras. One has been serviced and is working well. The other is still dismantled. If you want any photos or have questions, now is the time to ask.

The lower arrow points to a gear that is turning on the film advance and return stroke, while the upper arrow and gear turn on the advance stroke, but not on the return stroke. I imagine you have checked the obvious, like loose grub screws at either end of the advance rod.
