How to resize a particular layer in Photoshop?

Hey all, I am trying to resize only one layer of a PSD file. The

layer contains an image with a transparent background that I want to

resize to fit in a generated glass. The image was dragged from

another file, but takes up the entire canvas, when the glass I want

it to fill only takes up 1/4 of the canvas.

 

How do I shrink the image down to the size where it will fit in the

glass?

Ctrl T for Transform is part of the answer. First go to Navigator and reduce the overall image so that you have some space around it. Now do the Ctrl T which will give you the handles to "pull" the image in. If you hold down the Shift key while dragging the corner in the image proportions will stay the same.
