Will the AF Nikkor 70-300 f4-5.6 allow, A, P and S mode on the D5000?

Absolutely.

All Nikon AF lenses since the beginning of the AF era in the mid-to-late 1980's have a CPU built in. As long as there is a CPU inside the lens, those SPAM exposure modes should be fully functional. (And some non-AF lenses also have a CPU built in, such as those AI-P lenses and PC-E lenses, but those lenses are not common.)

But non AF-S means no AF on the D5000, which you already know.

Jim,
maybe you already tried, but otherwise, be sure to understand the AF limitation is pretty serious. The viewfinder on the D5000 is no joy for manual focus, and the focus ring on this lens is certainly no join to use (slippery plastic with little feedback, and located an the long end of the lens it's just not comfortable to use); it is not going to be ideal.
If you already have this lens, all OK, but if you do not, I would advice to save up a bit more and get a 55-200VR or 55-300VR instead.

The 70-300 VR is a sharper lenses and it has stabiization. It's more expensive, but you can get a factory refurbished one or a good used one at a lower price. The newer Nikon 55-300 VR is also a very good lens and a lot less expensive than the 70-300 VR. I strongly recommend the 70-300 VR or 55-300 VR if you possibly can afford it.
