With a 4 stop underexposure there may not be much develop-able silver halide in the emulsion. Areas of the film could remain blank no matter what you do. If I were in this situation I'd try an "infinity" development time. Somewhere between an hour and a day shouldn't make much difference.

Diafine only gets it to 50. Diafine on Panatomic-X gets to 160 or 250, depending on when it was boxed.

 

Xtol is one of the few developers for the highest speed on TMax3200, so I would go for that.

 

The more dilute 1:3 will be approaching stand, which is probably the best way to go.

The chart says 21.5 minutes (I wonder who thought about the .5) for Xtol 1:3.

As above, you could go to an hour with Xtol 1:3 for a little better chance.

+1 to Glen's suggestion.

Slower film is naturally contrasty, and over developing (Aka "pushing") in a full-strength developer will just give you blocked highlights and empty shadows. So an extended development in a very dilute developer is your best option. I still wouldn't expect much shadow detail though, but the highlights should be print/scanable.
