Is the focusing ring supposed to lock up in AF mode? I'm using this on a Elan II.

 

When I flip the AF switch on the lens, the focusing ring locks up.

 

When I depress the shutter button half way, the in-focus indicator lights up and the camera beeps - meaning the subject is in focus - but the focusing ring doesn't move and the image in the viewfinder is still blurry.

 

How can this lens focus with the locked focusing ring?

On your lens there is a switch with AF and MF positions. In the MF position the focus ring will turn by hand as it focuses the front element of the lens. In the AF position the focus ring is locked and can not be turned by hand. In AF mode the focus ring will only turn if it is powered by the motor.

 

In AF mode, if you try to focus on subject that are near and far, you should see the focus ring turn to achieve focus. If it is not turning, your lens is broken.
