With the already dwindling membership, I would think that getting new members up and running as quickly as possible would be a priority. After all, this is hardly like applying for a security clearance. Let new members participate immediately and then if they don't abide by the rules, close their accounts. Just today I clicked on some newly uploaded pictures that interested me. I could see the pictures but when I went to the portfolio to view the rest of the portfolio there was just the notice Account Pending. This was in the case of new member (I guess) Mark Sanderson.
