Ctrl + stopped working to zoom in latest Photoshop CC 2019

Ran into what I think is a bug in the latest Photoshop 2019 cc build

Adobe Photoshop Version: 20.0.1 20181029.r.41 2018/010/29: 1197484 x64

Number of Launches: 0

Operating System: Windows 10 64-bit

Previous build worked fine..

Ctrl + and Ctrl - have stopped working.

They are still there is the preferences for keyboard shortcuts.

I have made no custom modifications.

Any thoughts?

I have not been able to use that version as if I can't get past basic zoom in and zoom out to start working on a photo the program is useless to me. I can zoom in by highlighting the percentage in the lower left corner and changing the number, but the I am guessing what level o f zoom I need, same with drop down. It is cumbersome, I just went back to version 19.

This is a brand new Windows 10 computer. I may give it another go. I had made no customizations on PS. Old version works, new version doesnt.
