craig_shearman1
That's a 16mm magazine camera. They were called magazines, not cartridges. They were preloaded with 50 feet of 16mm movie film rather than using the standard 100 foot roll. Very popular among amateur users for decades because you just dropped in the magazine rather than having to thread. The magazines haven't been made since probably the early or mid 1970s, if they lasted that long. The good news is that they are reloadable. You can buy 16mm in standard 100 foot and 400 foot lengths and reload them, provided you can find empty magazines. There were even reloading devices to hold the empty magazine and spool of film. You can probably find them on ebay if you are patient enough. The film can be processed at any place that does 16mm movie film, but you'll need to see if the lab is willing to return your empty magazines.
yockenwaithe
If you need some refilled, this company does it: http://www.retrocine.com/products/16mm-8mm-magazine-reloading/
Here's what I have if you want to look and see if you can find them. I have [in total] three of the Apco Panchromatic Safety Film and two Kodachrome cartridges.
And going along with what Craig said, it is really important to make sure the lab returns the magazines, because these aren't easy to find by any means.

sorry for the poor picture quality this was taken from a smartphone :p

If you look on google shopping '16mm film cassette' should come up with some results.
