Matt Laur
You're not getting an responses because you're not mentioning what about the images you're linking to it is that you're referring to. Is it the vignetting - the artificial halo/glow around the subject?

The first step in figuring out how to acheive a given look is to break it down, yourself, into the pieces of what you're seeing. Are the colors saturated, or desaturated? Is the contrast high or low? Does the light appear naturally even, are you seeing some localized dodging/burning? Get specific, and say what you actually like about the specific images - and then you'll get some feedback about how to approach each piece of what you're seeing.
gregf1
The two pictures most likely used a ring flash, which creates the shadow around the subject, but as Matt says you should be more specific.
