I don't think his question was intended to open a philosophical discussion into the artistic value of such an "action." Photoshop and other software enable photographers and graphic designers to meet the needs and desires of their clients in a way that goes beyond what the client could ever expect from mere snapshots by themselves or friends. There are a lot of programs that will help apply this particular effect. Marc, you might try the free Google software called Picassa.
