Is a Canon S3 IS Digital camera good enough to learn with?

It offers manual, aperture priority, shutter priority, and program exposure modes, so the quick answer is yes.

 

The slightly longer answer is that what you learn about how to use those modes will translate to all photography gear from an 8x10 view camera, to a DSLR. The main thing that the S3 doesn't give you is control of depth of field, and a very low noise sensor. For starting out, the best thing is to go take a bunch of pictures and read about photography, and then decide what you want to do that you can't do with your S3.
