Buy two items to get the larger rebate. Rebate runs from 15 October through Jan 15. So if you weren't planning on buying a lens or flash that's on the list, simply pick up the cheapest item and resell it (hopefully close to cost) to get a 5D for around $2,200. I guess Canon's yields on the 5D sensor keep improving, allowing them to drop prices and drive volume and profit higher and higher. 2007 could well see full frame drop below $2,000, which will attract another mass of buyers.

Canon tend to use rebates to attract attention during the peak sales periods (in this case, the run up to Christmas) and encourage the sales of their own brand lenses. For DSLRs, rebates are used to make the price market competitive or to drive volumes. The 30D rebate merely reflects the fact that there are some very competitive offerings from other manufacturers in this segment, although it's possible that Canon plan to replace the camera in the first half of next year. The 5D is likely to remain in the lineup for some while to come, though as I explained above, Canon can now probably substantially increase sales and profit by dropping the effective price. In Europe, the 5D has been on permanent rebate since the spring (actually making it cheaper on a pre sales tax basis than in the US). Closeouts often see the price reduced with no rebate offer - look at pricing on a 20D or Rebel XT for example.
