The 550ex flash (playing with a borrowed unit now) does allow it; you set it on the camera itself. In this mode, the preflash will fire, then your image will get captured, with the final flash for the second curtain. Link to comment Share on other sites More sharing options...

That means the 550EX in the Canon range, or something like the Sigma 500 DG Super. Unfortunately, despite Canon publishing specs initially that claimed 2nd curtain sync and flash exposure compensation are available on the body, these features have not been implemented as functions that can be set on the body directly (as they can with e.g. the 10D or EOS 30).
