2.
I have obtained good results with a Unicolor powder kit from here:
http://www.ebay.com.au/itm/Unicolor-Powder-C-41-Film-Negative-Processing-Kit-1-Litre-Process-Cine-film-/361823621277?hash=item543e5e509d:g:1oEAAOSwZ8ZXAMMj

There is also this site (previously an ebay seller), who appears to have a good range.
https://thefilmbloke.com.au/collections/chemistry-colour

Neither are cheap compared to US prices, but Vanbar are the only other seller that I could find, and their delivery charges are extremely high as they only ship by road transport.

Lofico haven't had any for quite some time. I emailed them and they replied that obtaining stock was an issue to due to dangerous goods shipping requirements.

 5.
Your dilution numbers don't look right. 1+19 would be 15ml + 285ml, but 5 minutes at 24 looks a bit long for this dilution. I haven't used this developer or film though.
Could there be a problem with your dilution, time and temperature?

 6.
With my latest toy - Bronica GS-1, 6x7, 65mm f/4, Ektar processed with a Unicolor powder kit.

 7.
My sons gave me a Leica M3 with 50mm Summicron and 21mm f/3.4 Super Angulon as a retirement gift.
This is with the Summicron on FP4 developed in D76 1:1.
